When rubber sheets are registered on ITTF, the suppliers only need to register the top sheet.
Just think about 狂三, people use all sorts of sponge (yellow, blue, etc) with 狂三, it is impossible and not practical to register the sponge together with top sheets.

FYI, the rules are:
1). pips-out rubber can be used on its own or glued to sponge
2). pips-in rubber must be used with sponge

You're correct that the old one has "C7" on the left hand side. as I have a un-used C7 sitting in my drawer.
If HKTTA told you that you can not use C7, then it is their decision.
It is up to you how to deal with this.
Luckily, I am NOT a C7 user

But normally the umpire refers to the LARC document: http://www.ittf.com/stories/pictures/LARC_33.pdf
And there isn't any picture of the "Rubber ID Stamp" on the LARC_33.pdf, so if the umpire base their decision on the LARC33.pdf, I don't think they can disqualify you.  This is only my personal opinion and not the HKTTA official statement on the use of C7.

But again, this is my personal opinion (although through this time with sufficient evidence), not official statement from HKTTA.
As clearly stated on the LARC33.pdf in the below paragraph:

Many racket coverings contain additional text in the rubber mould apart from the brand name and suppliers name and this does not disqualify them from the LARC. However, the brand name given in the LARC must be there (for example, Butterfly Sriver L and Butterfly Sriver S have the addition “D13”). Such texts could be positioned anywhere in the area reserved for the text on the rubber.
How to acknowledge a racket covering from LARC:
1. Make certain that you have the correct LARC (see date of validity, it is published twice a year, in April and October.
Pdf files to be found on our website at all times: www.ittf.com).
2. The supplier and brand names as well as the ITTF logo and eventually ITTF number should be clearly visible on the rubber.
3. These names should appear in the LARC. If in doubt, check the images/pictures on the ITTF web site.

Since DHS and C7 are clearly positioned on the old mold, I believe the old C7 should be okay.
